A manager requests against a budget line. The office approves and funds it. The spend comes back with a receipt before anything else is released.

Daily and weekly, one format per site. Wrong figure sent? Correct it — the original is kept alongside the reason, and the office is told to read it again.

Everyone sees their own job
A project manager sees the sites they run and nothing else — and never the budget behind them. The accountant sees every figure in the company but signs off only what is theirs to sign. The office sees all of it.
Access is set per person, per site, from inside the system. Somebody covering for a colleague on leave is given that cover for those dates, and it lapses on its own.
